It is good to see the quality testing organizations of Europe like GS for example, to be less forgiving when the design does not meet their true specifications.
Accidentally came to my attention some hard evidence about the UNIT-61E which failed to pass the European safety tests as CAT III 1000V multimeter.
Both fuses in it, although rated for 690V (instead of 500V), were not able to save this model from being downgraded.
Not even the various input protection parts were able to do it!
The problem by 99% looks to be the PCB design which does not offer the correct Creepage Distance
Creepage is the shortest path between two conductive parts (or between a conductive part and the bounding surface of the equipment)
If you are an professional electrician you must completely avoid it.
