Long story in short, this week, an Canadian industrial electrician, he dare to ask Keysight, about them having a look at his U1271A due to voltages not reading zero in some ranges when the leads are shorted.
The reply from Keysight castle was ... Keysight won't comment on whether it is damaged or not or whether it needs servicing because I don't have a service agreement with them for it.
If I get a service agreement then they will talk to me.

Keysight nowadays has become a seller of services, than rather a seller of products.
Five years warranty plan extension, along product service agreement, these are now paid in advance services, when you buy a new product.
Yes you may only pay and buy the product alone with standard three years warranty.
But in this case, and after three years of time, Keysight will toss away their responsibility at assisting you.

Next time I will buy a cheap offshore multimeter. The meter hasn't been abused. I wasn't sure what to expect but at least I expected them to say whether it was out of spec or broken. But they aren't going to talk unless I buy a service contract on it.
I'm really disappointed because other than this voltage issue I really like the meter.

If U1272A this was not such a rich in features DMM, neither my self would ever bother spelling the words Agilent / Keysight.
Since switching of brand name (spin of) from Agilent to Keysight, all new management decisions they are extremely problematic.
They dismantled as first the Agilent Orange (DMM marketing and sales team).
Relative data logging software, this stopped be further developed, small number of bugs with out a fix.
Keysight does not acting as developer but rather as a terminator of anything developed under the brand name of Agilent.
Its not going to be a surprise to me, if Keysight decides to terminate their investment in Malaysia too.
