According to a topic posted at Keysight Forums, Keysight Handheld Meter Logger software, this it will install and operate with Windows 11 (legit versions).
legit version = You got a new laptop with Win 11.
Even so there is one known issue, this not related to windows operating system version.
Windows System -> devices -> COM ports : The operating system does not support resuming of port functionality when a system fall in to sleep mode and then it wake up.
Therefore for desktop PC and or laptop PC, both they should be configured with Sleep-mode disabled.
Screen Saver mode this does not cause issues, but when you do data logging with a laptop, you should always consider the factor of battery life as First.
Safest bet for long term data logging, PC desktop combined with uninterruptible power supply ( UPS 800W or higher wattage).
