I came back to this topic at 2025 

I am currently testing my fresh made Breakout Box, specifically designed for my single phase power meter.
I did a quick test of ANENG AC27 consumption at 230V (electronically stabilized).

Normal Mode  .........  Line + Neutral Reversed
1.30 mA               .........   1.16 mA
0.285 Watt     ..........  0.284 Watt
PF 910       ..........  PF 982

My 8846A this delivers precision current measurements with eight digits resolution. 
But three digits ACI for our readers, this is more than enough as comparison point.

AC27 consumption this is very close to a single Neon bulb.
