I did recently one research relative to analog panel meters, and I am sharing two examples of offered specifications relative to overload specifications.
Such specifications, they are obligation of its one manufacturer to provide.
Example 1:
Manufacturer brand X this explaining: Voltmeters (AC and DC ) 50% momentary or 20% sustained (overload).
Ammeters (AC and DC ) momentary: 10 times the rated current for 10 consecutive intervals of .5 seconds with a 1 minute interval between successive applications, or 20% for six hours.
Example 2:
Manufacturer brand Z this explaining:
Overload:
CURRENT 1.2 x rating for 2hrs & 10 x rating for 5 seconds.
VOLTAGE 1.2 x rating for 2 hrs & 2 x rating for 5 seconds.
