Studies on European energy use of switching power supplies indicate that reducing off-load power consumption and improving product efficiency will save nearly 10TWh of power each year.

The quick explanation is that power supply with name plate of 1~49 Watt, they should now consume at no load condition  0.075 Watt.
Additionally a nameplate rating between 49 W and 250 W, they should now consume at no load condition  0.150 Watt.

And in conclusion, several older AC power meter / power analyzer,  they will have to be retired and or replaced by new. 


EU also increased required steps of testing about power Efficiency, 10% this added too with expected power efficiency close to 80%.
